با سلام و احترام
شايد جنابعالي نوشته هاي اينجانب را با حوصله و دقت مطالعه نفرموده ايد با اين حال مطابق ايده شما بعنوان يك دانش طلب هميشگي, ميپذيرم كه همواره, به ياد گرفتن روشهاي بهتر براي كسب نتيجه بسيار محتاجم .
براي حضور ذهن ساير دوستان نامه شما را ضميمه نموده ام و پاسخ موارد ابهام كه مطرح نموده ايد تقديم ميكنم :
× ابهام اول : هدف از پرسيدن؟ بسيار روشن است : دقيقتر دانستن. اما ترجيح ميدهم پس از اتمام اين نوشته, و خواندن سوال چهارم و آخر, از مجموعه سوالات ارسالي, خودتان به سوالتان پاسخ مشروحتري بدهيد. در ضمن در نامه هاي ارسالي, به پرسشنامه بودن سوالات كه به روش خاص و مدللي طرح شده اند تاكيد شده بود و اين جاي هيچگونه ابهامي باقي نميگذاشت.
در ادامه ابهام اول اصلا نفهميدم منظور حضرتعالي از جمله : ((ساير اموري كه بدرستي مشخص نكرده ايد)) +(( منظور شما از علامت تعجب (!))) چيست لطفا توضيح دهيد . كاربرد اين علامت را در گفتگوي نظري (شما بناميد گفتگوي علمي) متوجه نميشوم. معمولا اين علامت را زماني بكار ميبرند كه بخواهند عده اي را متوجه اشكالات خنده دار و يا اغراض پنهان ديگرانو... كنند در صورتي كه در گفت و شنودهاي انتقادي هدف چيز ديگري است. لطفا اگر در اشتباه هستم به بنده متذكر شويد. البته ميتوان حدس زد كه علت اين لحن شما اين بوده است كه شايد پاسخ برخي از سوالات براي شما بسيار بديهي بوده باشد اما مطمئن باشيد هنوز بر سر بسياري از اين بديهي نماها مناقشه است در حقيقت ميتوان گفت بسياري از آنچه ما جزو دانسته هاي خود ميدانيم و يا زياد شنيده ايم و عادت كرده ايم آنها را حل شده و ساده و يقيني بپنداريم, با ساده ترين مباحثه ها فروميريزند. ا لبته اين عيب نيست بلكه اصرار به دانستن, كامل دانستن و خطا نداشتن عيب است.
× ابهام دوم : دوست گرامي حتي اگر بفرض بعيد بشود اطلاعات كافي را در منابع درسي و غير درسي يافت, آنچه مورد نظر پژوهندگان است دانش است آنهم از نوع موثر آن نه اطلاعات. قطعا دانش موثر و مفيد را نميتوان تنها از ميان اوراق كتابها دريافت بلكه دانش موثر محتاج فهم عميق و تفكر و تامل كافي است نه باور داشتن صرف به داشته ها و دانسته هاي كنوني (احتمالا بهمين دليل است كه محدوده دانش در كشوري مثل كشور ما بكندي پيشرفت ميكند يا پيشرفت نميكند ,دانش توليد نميشود وما فقط مصرف كننده محترم و صاحب كلاس تكنولوژي ميشويم. )
در مورد قسمت بعدي از ابهام دوم شما بايد گفت:قطعا اين جستجو به افزايش دانش معمولي من كمك خواهد نمود اما در مورد ساير دوستان اين بستگي به آنها خواهد داشت كه چقدر كنجكاو باشند و جدي والبته صبور. برخي از دوستان و اعضا، گروه دقيقا به مواردي كه مورد نظر بنده بود اشاره هايي دقيق داشته اند و اين خوشحال كننده است و اميدوارم اين دوستان نيز در بحثها بيشتر شركت كنند. در مورد بوجود آمدن ترديد هم بايد گفت : قطعا ايجاد شدن ترديد در مورد اندوخته هاي ذهني در پيشرفت دانش كمك موثري خواهد بود و اگر بتوان به قصد بازنگري دانش اندوزان در دانسته هاي خود و يا براي تكميل اين دانسته ها, پرسشهايي از اين نژاد طرح كرد به حركت مثبتي رسيده ايم.
× ابهام سوم : اگر اولين نامه را يك بار ديگر مطالعه فرماييد متوجه جمعيت مورد نظر براي پاسخگويي خواهيد شد ضمن اينكه علي الخصوص در مورد سوال اول (از نظر شما تعريف علم چيست؟) سوالي بود كه مخاطب آن ميتوانست همه دوستان باشند و براي من, درك ميزان اختلاف پاسخهاي ارائه شده توسط سطوح مختلف بسيار مهم بود.
× ابهام چهارم : منظور شما از عبارت : ((اين پرسش در زمان حاضر ...به اندازه كافي شناخته شده است)) كداميك از پرسشهاي سه گانه است ؟
كمتر چيزي در جهان معرفت ((به اندازه كافي شناخته شده است)) با اين حال خوشحال خواهم شد اگر نظريه يك نظريه پرداز يا استاد فن را در مورد سوال مورد نظر شما بدانم كه با توجه به موجود بودن آخرين نظريه هاي امروزي هنوز پابرجا و استوار و اجماع شده باقي مانده است .آن نظريه چيست و از كيست؟
× دوست گرامي, من نگران بي پاسخ ماندن سوالها نيستم نگران بي تفاوتي بالقوه اي هستم كه ميتواند تا حدي وجود داشته باشد, با اين حال اميدوارم اين نظر هيچ وقت درست نبوده و اشتباه از من بوده باشد.
در نهايت نامه شما باب ديگري را باز كرد كه بسيار مبارك است : انتقاد . ابتدا از انتقاد شما بسيار سپاسگزارم ولي بر خود ميدانم كه نه در مورد انتقاد شما بلكه در مورد فضاي حاكم بر فرهنگ انتقاد چند نكته را عرض كنم :
روشن است, انتقادي كه به شيوه درست مطرح شود (نه لزوما انتقاد وارد و صحيح ) زمينه و روح حركت و پيشرفت و پويايي است. اما انگار اكثرا فكر ميكنند انتقاد اگر با لحن كوبنده نباشد فايده ندارد و بي مزه است وكسي متوجه هوشياري آنها نميشود. بنظر من انتقاد بايد در فضايي صميمي اما جدي و بدور از قضاوت نهايي و پيشداوري‏‎‏ِ قبل از شنيدن سخنان طرف مقابل باشد.
نكته دوم و بسيار مهم لحن انتقاد است. لحن انتقاد در به ثمر نشستن انتقاد صحيح و بجا ونيز شنيده شدن انتقاد نابجا و پاسخ دادن به آن, بسيار سازنده است بطوريكه اگر انتقادي بسيار صحيح , با لحن مناسبي ارائه نشود ميتواند فضاي بحث را منحرف كرده و منتقد و انتقاد شونده را از اهداف خود دوركند و يا فضاي جبهه گيري را حاكم نمايد.
در آخر از نوشته شما بسيار سپاسگزاري ميكنم و اميدوارم دقت نظر شما و ساير همكاران, همواره براي ما دانشجويان. روشنگر و راه نما باشد.

About PURL
A PURL is a Persistent Uniform Resource Locator. Functionally, a PURL is a URL. However, instead of pointing directly to the location of an Internet resource, a PURL points to an intermediate resolution service. The PURL resolution service associates the PURL with the actual URL and returns that URL to the client. The client can then complete the URL transaction in the normal fashion. In Web parlance, this is a standard HTTP redirect.
The OCLC PURL Service has been strongly influenced by the active participation of OCLC's Office of Research in the Internet Engineering Task Force Uniform Resource Identifier working groups. There is nothing incompatible between PURLs and the ongoing URN (Uniform Resource Name) work. PURLs satisfy many of the requirements of URNs using currently deployed technologies and can be transitioned smoothly into a URN architecture once it is deployed.

Hi Dear Dadrass and others interested in the same areas, here I want to present some ideas about "Science" and "Scientific approach". I hope it will be useful. (I should note: I could send the Persian translation of this text if you want)
First of all, I want to present three stereotypes there are about "Science":
1- Science is characterized by laboratoary wearings
2- Scientists are intelligent peoples. Who did only scientific works?
3- Scientific is equal to technical and engineering fields.
Now, I want to referee to Charles Pierce who said: "to realize our debates ... it is necessary to find methods by which any one could examine his/her beliefs by non- human criteria which our thoughts and ideas has no influence on it. .... This is Scientific Method. At this Method, the results earned by people did it in the same way, will be the same. Here is some facts, are quite independent from our ideas and thoughts". So we can say, self correction is the main character of the scientific method and "objectivity" is the best word we can use to refer to the results of a scientific method.
Perspectives on definition of the science
There are two major perspectives about the "science": 1) Static 2) Dynamic
In the static perspective, science is activity which provides us systematic information about the world.
Scientists have to discover new facts and add them to the existing repertory of information (or facts). Science in some cases -at this perspective- is seen as a collection of facts. In this perspective, science is way to explain observed phenomenona or events. In this case, the emphasis is on current status of knowledge, adding to it, and some rules, theories, hypothesis and working principles.
Dynamic perspective, recognize the "science" as an activity or what does scientist. Of course, current status of knowledge is important, but, it is because of providing the basics and backgrounds for more research and new scientific theories. This perspective, called "Heuristic" or "ekteshafi"perspective which, now a day, deals with self- discovery concept. That is, this aspect of science recognizing it from engineering and so on. In this perspective, scientist strives to find a fact from the start point based on heuristic thinking. Heuristic thinking is called problem solving too. Finally, I can say: Function of science is to create widen regulations for experimental research or subject matters. it make us enable to combination our separate knowledge about phenomena and to predict unknown events, so, science aimed in creating theories and scientific methodology cont! ains these stages: 1) Problem 2) Hypothesis 3) reasoning 4)Observation 5) examination

webometrics studies and LIS
Dear Colleagues,
I am studying and researching on Webometrics, as the PhD student in University of Tehran. This new field of research investigates link analysis of web sites and Web Impact Factor (WIF). Librarian and information professionals are well-familiar with its print counterpart, Citation Analysis and Impact factor (IF).
I have done two researches on this topic: Calculating Web Impact Factor of Iranian Newspaper Web Sites, Correlation between Web Directories Hits and External Links to Iranian Universities Web Sites. The first title is going to publish in Quarterly Journal of Education (abstract below) and the Second is going to be refereed for possible publication in Journal of American Society of Information Science and Technology (JASIST), special issue on webometrics (2004). I am making some correction on the second title.
I just wanted to inform other researchers in Iran of my research interest and welcome anybody who is interested to research on this area.
Calculating Web Impact Factor of Iranian Newspaper Web Sites

Abstract: Several researches have been done on link analysis of universities and journals to explore correlation between WIF and other online or offline variables. Yet there have been no studies on link analysis of newspapers web sites as one of the important social and political medium on the web. This study reports the results of link analysis on 19 Iranian newspaper web sites. The assumption is that newspapers with higher press run are more popular among Iranian people. It is interesting to test the popularity or influence of same newspapers on the web using link analysis. AltaVista (advanced search mode) was used to calculate external links of the newspapers. Edu, Org, Com, Net, ir (Iran) external links was also calculated. WIF o! f newspapers was not calculated because most of the sites use database to store information and search engines can not count the total host pages of them.
The research tested the following hypotheses:
1. There is relation between press run of Iranian newspapers and their external links. Newspapers with higher press run tend to attract more external links to their web sites. Results showed no significant relations between mentioned variables.
2. There is relation between press run of Iranian newspapers and their hits based on a national web directory (www.iranhoo.com). Results showed significant correlation (P=0.01% - r=0.854**). Newspapers with higher press run have received more hits from a Persian web directory.
3. The language is important factor in attracting external links. Iranian newspapers in English attract more external links. Results showed that in external links ranking list, two English language newspapers are in the second and forth place among 17 Persian newspapers.
From political view, we can reach some judgments about political parties in Iran (reformists and conservatives). Reformist newspapers have obviously higher place in the external links ranking list. It is interesting to study on web sites of newspapers in other countries to see if the language is important factor in attracting external links.

We (Iranian) define Science as ELM that has three definition in our culture
1. Awareness ( opposite of ignorance)
2. Knowledge, of course it is false but Iranian some times join knowledge with science and define scientist as DANESHMAND that convey scholarly
3. Experimental sciences.
I think the third definition is true and science is narrower than knowledge

Information Literacy: The Web is not an Encyclopedia
In this Information Age it is important to pay attention to issues of information literacy in traditional, media, and computing arenas. I use the term information literacy to mean the ability of people to:


know when they need information
find information
evaluate information
process information
use information to make appropriate decisions in their lives

The Internet has added a new dimension to traditional information literacy issues - especially in the exploding growth of the World Wide Web. Nearly a mix between all other media, the Web democratizes information ownership, provision, and retrieval. The federal government is leading the way in publishing its vast array of information on the Web. On many campuses every student may publish a webpage.
The Web allows us to speak directly to the purveyors of information in every imaginable field. Few reference librarians, teachers, publishers, or other mediating forces stand between us and information on the Internet, and specifically, the Web. While this does have great advantages in expanding our information base and providing more accurate and timely information at the "click of a mouse", it also means, perhaps, more intellectual effort on the part of the information consumer to develop valuable critical thinking skills and to evaluate the sources, quality, and quantity of that information. It also means serious attention should be paid to intellectual property and appropriate use issues.

The Web is not a huge book written by multiple authors. There is no definitive table of contents for the Web and no definitive index. To some it seems more like a giant reference collection.

While it is true that many fine reference materials are available on the Web, it is not an encyclopedia. Encyclopedias have subject experts writing refereed articles that pass through editors and style guides before publication. The Web has these same experts, and many non-experts, creating non-refereed webpages on a vast array of topics at a vast range of quality and depth. Some people consider the Web to be a digital library full of materials of varying quality and format.

The Web is not one large digital library. Libraries have trained professionals who carefully evaluate, select, organize, and index materials from credible sources.

The Web IS an electronic repository for books, data collections, encyclopedias, libraries, AND any disparate piece of text, graphic, or sound byte that someone chose to put on-line. And some of it is inaccurate, biased, out-of-date, shallow, and inappropriate for academic use.

In evaluating information on the Internet, one should consider many of the same elements that would be considered when selecting resource material in other formats, and a new one: permanence. As when judging any kind of publication, much is subjective. However, keeping the following elements in mind will assist users to identify resources of value to meet their information needs.

Dear all members
I know that we have to think and review more about our calture of using the INTERNET. It seems, we think that the internet is a space JUST to USE for INDIVIDUAL BENEFITS NOT helping NOT sharing our ideas NOT teaching NOT... NOT...
Really would you like to know, Why i am thinking about our calture such this ?
ok. I wrote a letter to all members to share their ideas about some QUESTIONS.(OF COURSE SIMPLE QUESTIONS) to help me & there was not responses except one. THEN
I repeated my REQUEST again with "SUBJECT : HELP..." balke shayad dele member ha besooze javab bedan ! " but there was not any response except one again !
Yes dears,this this a short story about our calture of using the internet, Every one knows what is the internet so he/she can present a lecture or article about.... with a high level class...
BUT perhaps we don't know completely why we are using, what is our responsibility in this world cyber space against the others...&...

What is the role of e-books in libraries(2)?
Marketing
Since the technology is being promoted, the focus of marketing is on the hand-held e-book reader. Even cataloging most often focuses on - readers rather than e-book titles. A survey of cataloging by 25 libraries listed in my libraries with e-books shows that 17 libraries catalog the only the e-book hardware. When the e-book reader is cataloged, the titles and authors are listed in the 505, 700 and/or 740 MARC (Machine Readable Cataloging) fields. One problem with listing titles in e-book readers is keeping the cataloging up-to-date as titles are added and removed from the e-book reader.
Another problem is the inability to attach subject headings to specific titles in the readers. Most cataloging of e-book readers have only "Electronic books" as a subject heading. However, placing titles of the same genre into one reader would allows attach general subject headings, such as "Love stories" shown below.
Circulation
Since e-book readers are expensive, some libraries (e.g., Glencoe (Illinois) Public Library, Monroe County (New York) Library System, Patchogue-Medford (New York) Library, DeForest (Illinois) Public Library) require signing "acceptable use" agreements defining how to treat e-book hardware and promising to pay replacement costs.
Since e-book readers have numerous parts (e.g., reader, stylus, screen cloth, AC adapter, and zippered container), many libraries buy additional cases to contain all the parts. Circulation staff must also count the parts during check-in. See, for example, the circulation procedures of Richmond (British Columbia) Public Library.
Circulation staff in Princeton (New Jersey) Public Library and Richmond (British Columbia) Public Library also train patrons how to use e-book readers.
Role 2 provides e-book titles to patrons wanting e-books in a way similar to how libraries now provide audiobooks and videos. Role 2 returns to libraries' traditional focus on titles, in this case, e-book titles. This role explains changes needed for integrating e-book titles into libraries' traditional work and organization.


What is the role of e-books in libraries?

To answer this question, this page discusses three roles for e-books in libraries. Each role has a unique mission. Each mission determines how librarians should select, purchase, organize, and circulate e-books.
Role 1 introduces current e-book technology to patrons. This is what most libraries circulating hand-held readers are doing now. Discussion of this role describes how librarians currently handle e-books and the problems librarians face with current e-book technology.
Hardware
Libraries purchase hand-held e-book readers for circulating to patrons. According to my own list of libraries with e-books, librarians mostly purchase Rocket e-books and RCA REB 1100s.
Acquiring text
Librarians select e-book versions of best-selling paper books to entice patrons into try the new technology.
After titles are selected, titles are downloaded and loaded into the e-book reader by staff trained for this specific task. These titles are usually purchased from retail Web sites providing e-book versions of best-selling paper books (e.g., Barnesandnoble.com and Powells.com).
Though some libraries mix different genres in the same e-book reader, many librarians dedicate each e-book reader to a specific genre. So libraries have mystery e-book readers, romance e-book readers, non-fiction readers, and, some libraries, children readers and young adult readers.

1. صفحه‌ی Post يا همان صفحه‌ی ‌اصلي،‌ با يک نوار افقی سياه‌رنگ به دو قسمت بالا و پايين تقسيم شده است. در بخش سفيد رنگِ صفحه‌ی پايين، Right-Click کنيد. از منويی که باز می‌شود، روی Encoding برويد تا باز شود. حالا ابتدا Auto-select را اگر فعال است، غير فعال کنيد (يعنی با کليک کردن روی آن علامت تيک را از کنارش برداريد). بعد از بين فهرست زبانهای مختلف، Unicode (UTF-8) را برگزينيد. (اگر آنرا در ليست نمی‌بينيد More را بزنيد تا فهرستِ کاملْ آشکار شود.)

Information & Communications Technology Law covers topics such as: the implications of IT for legal processes and legal decision-making and related ethical and social issues the liability of programmers and expert system builders computer misuse and related policing issues intellectual property rights in algorithms, chips, databases, software etc IT and competition law data protection freedom of information the nature of privacy, legal controls in the dissemination of pornographic, racist and defamatory material on the Internet network policing regulation of the IT industry problems of computer representation and the computational semantics of law the role of visual or image-based legal 'mental models' general public policy and philosophical aspects of law and IT.
The journal invites articles, national reports and case notes on the above and related topics. All submissions are independently refereed. 2003 INTERNATIONAL PAPER CONTEST
ON
International Digital Libraries and Information Science & Technology Advances in Developing Countries
The American Society for Information Science & Technology (ASIST), International Information Issues Special Interest Group, is pleased to announce its fourth competition for papers to be submitted for the 2003 Annual Meeting, Oct. 20-23, 2003, Long Beach, CA.
The theme of the paper is:
“Humanizing Information Technology - From Ideas to Bits and Back: the developing world perspective.”
The paper topic could be at the country or regional level. Papers could discuss issues, policies and case studies on specific aspects of this theme, such as, but not limited to, the following: information management, organization and access; information seeking and use; information retrieval; interactivity; ethical, social, political, legal and economic issues related to the role of information in society, such as privacy, copyright, information policy, as well as the social role of information technologies such as the Internet and the World Wide Web; information production, transfer, and delivery; technologies for computing and networking…
There will be six winners. Winners will be selected by a panel of judges, which will include Nadia Caidi, University of Toronto; Nathalie Leroy, United Nations; Michel Menou, City University of London; Margarita Studemeister, United States Institute of Peace, and Hong Xu, University of Pittsburgh. The prize for each winner is a two-year individual membership in ASIST. In the case of multiple authors, the principal author will be awarded the ASIST membership. The first place winner will be awarded a $1,000 travel grant, and Conference
registration fee to the ASIST Annual Conference in Long Beach California, October 19-22, 2003. Depending on the availability of additional resources, the SIG/III International Paper Competition Committee will provide some travel funds for a second winner who has not previously been in the United States.
Publishing opportunities
Submitted papers will be considered for posting on the SIG III web site as pre-publications. In addition they will also be considered for inclusion in the ASIST Bulletin, based on the decision of Editor-in-Chief, Irene Travis, Ph.D. Papers will also be reviewed for inclusion in a special issue of the International Information and Library Review, subject to the usual peer refereeing process.
Information for authors
Only papers by a principal author who is a citizen of, and resides in a developing country are eligible. Winners in the 2000, 2001 or 2002 contests are not eligible.
The papers should be original, unpublished, preferably in English, but submissions in French or Spanish will be accepted. We encourage submissions from librarians, information and network specialists, and educators involved in the creation, representation, maintenance, exchange, discovery, delivery, and use of digital information.
ASIST Copyright Policy
ASIST will have the non-exclusive right to publish any of the papers submitted on its web site or in print, with ownership and all other rights remaining with the author.
Deadline for submission of full papers
Authors are invited to submit manuscripts, not to exceed 6000 words, by June 30, 2003.

ميزگرد علمی- تخصصی بررسی جايگاه حقوقی و حرفه‌ای نشريات الكترونيك در ايران كه عصر دوشنبه 15 ارديبهشت ماه در چارچوب نشست‌های تخصصی نمايشگاه مطبوعات برگزار شد ، توسط حميد ضيايی‌پرور گزارش شده و در سايت ماهنامه دنياي كامپيوتر وارتباطات منتشر شده است .بخشي از حرف هاي من در آن نشست را در زير مي بينيد.
به دانشجويان علاقه مند به حقوق ارتباطات توصيه مي كنم اين ميزگرد علمی- تخصصی را مطالعه كنند.

"... هر سندی كه درست می‌شود بر روی يك سرور می‌نشيند. هر سرور logfile های خاص خودش را دارد. به اين مفهوم در علم ارتباطات، كليك استريم (clickstream) يا همان مسير كليك می‌گويند. كليك استريم در فضای سايبر، قابل رديابی است ولو اين كه شما در يك آدرس 3 ثانيه توقف داشته‌ايد يا 30 ثانيه ، فرقی نمی‌كند... آيا كليك استريم بخشي از خانه من است؟ و اگر هست ، در اين صورت آيا اصولا كسی حق دارد logfile هاي مرا باز كند و درون آن را ببيند؟ از ديد من كاربر، خير، چنين حقي ندارد، آنجا حريم شخصی من است. ... وقتی صحبت از فضای سايبر می‌كنيم فقط صحبت از نشريات سايبر نيست، تجارت سايبر هم داريم، آموزش سايبر هم داريم و لذا چه بخواهيم چه نخواهيم الان در دنيای حقوق، شاخه‌ای به نام حقوق سايبر (cyber law) ايجاد شده است..... نبايد با نگاه کتبی به Cybermedia نگاه کنيم، چون ناممكن است و به يك شوخی شبيه است و نمی‌شود مسايل يك حوزه كوچك كتبي را به فضای بزرگ سايبر تسری داد. پيشنهاد من اين است كه متون بين‌المللی را حتی در زمينه مفهوم نشريه سايبر ترجمه كنيم تا در يك چنين ميزگردی 2ساعت بحث نكنيم.. .. مشكل در ايران از آنجايی شروع می‌شود كه عده‌ای نابلد بخواهند برای ما قانون بنويسند....."

سوال شفاهی يكی از حضار: شما همه می‌گوييد اقدامات و تصميمات دولت يا قوه قضاييه يا ديگر نهادها اشتباه بوده است. پس اين متخصصينی كه در زمينه سايبر هستند چه جوری می‌توانند نقش داشته باشند؟
شكرخواه: من قبلا هم گفته‌ام كه بايد پيش‌نويس اوليه قوانينی كه در زمينه سايبر می‌خواهد تصويب شود منتشر گردد تا افراد صاحب‌نظر درباره آن نظر بدهند. در نبود قانون، افراد ضرر می‌كنند و در صورت وجود قوانين نادرست، ضرر افراد بيشتر است. من نمی‌دانم كه بعنوان يك معلم چه كار ديگری از من بر می‌آيد جز اين كه بگويم قوانين را قبل از تصويب، مطرح كنيد ..... آذرماه 82 اجلاس سران جهان درباره «جامعه اطلاعاتی» در ژنو برگزار می‌شود. ما در ايران 2 سمينار گذاشتيم آذر ماه 81 و شهريور 80، ما جز كار كارشناسی كار ديگری نمی‌توانيم بكنيم. من مطمئنم كه اجلاس آذرماه امسال به سرعت برق و باد فراخواهد رسيد و خواهد گذشت و ما به اجلاس 2005 تونس خواهيم رسيد. هر قانونی در اين دو اجلاس تصويب شود شامل حال ايران هم خواهد بود. در اين ترديد نكنيد، ما می‌توانيم سال‌ها صبر كنيم اما نمی‌توانيم بگوييم در برابر اين قوانين تسليم نمی‌شويم. خوب اگر اينطور است قوانين ايكائو را هم نبايد بپذيريم، وام هم از بانك جهانی نبايد بگيريم. كشورهايی در اين عرصه برنده هستند كه روايت خودشان را از مفهوم" cyber" جلو ببرند.. ..

National Seminar on User Education & Information Literacy
مشهد 8 و 9 آذرماه 1382
سازمان كتابخانه ها، موزه ها و مركز اسناد آستان قدس رضوي با توجه به اهميت بسيار زياد آموزش استفاده كنندگان و سواد اطلاعاتي در شرايط متحول كنوني در نظر دارد همايشي سراسري در اين زمينه برگزار كند. از كليه استادان، پژوهشگران، صاحب نظران و دانشجويان دعوت مي شود تا مقالات و نتايج پژوهشهاي خود را در زمينه هاي زير به اين همايش ارائه دهند.
محورهاي همايش:

1- مباني و جنبه هاي نظري
• مفهوم، مؤلفه ها و سواد اطلاعاتي درآغاز قرن بيست و يكم
• نقش و كاربرد برنامه هاي سواد اطلاعاتي در رشد دانش ( توليد علمي)
• نقش و جايگاه آموزش استفاده كننده گان در يادگيري مستقل
• بررسي رابطه سواد اطلاعاتي و رفتار اطلاع يابي كاربران
• كاربرد نظريه هاي يادگيري در آموزش استفاده كنند گان و كسب سواداطلاعاتي
• مطالعه تطبيقي آموزش مراجعان و سواد اطلاعاتي در جوامع مختلف
• بررسي روشهاي توسعه سواد اطلاعاتي در نظام آموزشي ايران

2- برنامه ريزي و برنامه سازي
• مباني و چارچوبهاي برنامه ريزي براي درس "آموزش استفاده كنندگان" و "توسعه سواد اطلاعاتي"
• الگوهاي برنامه ريزي براي آموزش استفاده كنندگان و سواد اطلاعاتي
• طراحي وادغام برنامه اي آموزش سواد اطلاعاتي در محتواي برنامه هاي درسي (نظام آموزش ابتدايي، متوسطه يا عالي)
• طراحي و ادغام برنامه هاي آموزش سواد اطلاعاتي در نظام كتابخانه هاي عمومي كشور
• مباني و چارچوبهاي برنامه آموزش مجازي استفاده كنندگان

3- كاربرد فناوريهاي جديد
• كاربرد نرم افزارهاي رايانه اي براي آموزش استفاده كنندگان و سواد اطلاعاتي
• وب سايت كتابخانه ها، موزه ها و مركز اسناد به منزله محيط آموزش
• كاربرد چند رسانه اي ها در آموزش استفاده كننده گان و توسعه سواد اطلاعاتي (در انواع كتابخانه ها، مراكز اطلاع رساني، مراكز اسناد، موزه ها)

4- اثر بخشي و ارزيابي دوره ها
• تبيين شاخصهايي براي ارزيابي سواد اطلاعاتي
• تاثير درس "آشنايي با كتابخانه" بر رفتار اطلاع يابي مراجعان
• روشهاي ارزيابي و سنجش كيفي برنامه هاي آموزش استفاده كنندگان و توسعه سواد اطلاعاتي

شرايط وچگونگي ارسال مقاله:
مهلت ارسال چكيده مقاله تا تاريخ 15 تير ماه 1382 و مهلت ارسال مقاله هاي پذيرفته شده تا تاريخ يكم مهر ماه 1382 خواهد بود. مقاله هاي مبتني بر پژوهشهاي نظري و كاربردي در اولويت قرار دارند.

Dear Colleague
Some times ago I had put a fund-raising for seeing whether our esteemed members of ILISA are actually taking the I in LISA seriously or it is merely an Eye-LISA? The fund-raising was to get money for the ILISA panel at IFLA2003 in Berlin. I am unhappy to say that by the amount of donations received, it seems ILISA is just a figment of imagination, that is ill-capable to instigate an urge in the majority of its members or patrons for donation. Of course I do not consider NLI a patron, it is a financial sponsor. As such there had been only 10 EURO donation and less than 50000 Rials. This would cover the cost of just sticking a 5 Square Centimeter Logo for ILISA at IFLA 2003. In pure Isfahani Dialect:
Baba Dastkhosh be in Karametoon (which if you write in persian you can read in three ways). Perhaps the lack of donations have been a reflection on me backing it...but then given the past instances where I had indeed gathered contributions for similar ventures, this would be tantamount to insulting the intelligence of our esteemed Iranian donors.
There was another instance where an ILISA member, who claims to be in the PR office, denounced Tehran University's school of Psychology, for not making their convention hall available to ILISA monthly meeting for free. Well, ILISA might be pretty big in a limited circle, but perhaps it needs a more intense image building. I mean, there is Alameh Amini Hall at Tehran University. The same person, informed me - I hope jokingly- that the ILISA is spending money like ....a big money spender...so that treasury would be clean [ perhaps as a new born baby's bottom] for the next round of elected officers. Baba Dametoon Garm Bad!! and they say that the computer engineers are self-centered.
I would have given you another piece of news...but then I would have been accused of harboring ill-intent towards the whole LIS by comparing the LIS post-graduate programs in University of Tehran, Ferdowsi University and Shiraz. Of course to be honest only the University of Tehran program seems to be the one set up without resort to any Boursiyeh Mechanism for funding.

با سلام خدمت اساتيد و كتابداران محترم
يكي از دوستانم به تازگي در كتابخانه يكي از شركتهاي مهندسين مشاور مشغول به كار شده و با توجه به منابع خاص اين كتابخانه با مشكلاتي مواجه شده كه مطرح كردن آنها و پيشنهاد راه حل مي تواند براي عده اي از كتابدارن كم تجربه مفيد واقع شود.لذا از اساتيد محترم و كتابداراني كه تجربه كار در كتابخانه اي با شرايطي مشابه شرايط ذيل را داشته اند ، و همچنين دانشجوياني كه پيشنهادهايي در اين زمينه دارند خواهشمنديم كه پاسخهاي خود را به آدرس lis@ferdowsi.um.ac.ir بفرستند تا براي همه عزيزان قابل استفاده باشد.
كتابخانه مذكور علاوه بر منابع مرجع مانند دايره المعارفها، فرهنگها و تعدادي كتابهابي تخصصي ( در زمينه مهندسي هاي مختلف) داراي تعداد بسيار زيادي كاتالوگ مي باشد.كاتالوگ ها در زمينه هايي چون معرفي ابزارها ،كمپاني ها و مرا كز صنعتي و غيره ، با حجم هايي متفاوت از يك برگ تا ۷۰ صفحه ، در قطع هاي متفاوت مي باشد.كاتالوگها به زبانهاي مختلف هستند و مورد استفاده بسياري از مراجعين اين كتابخانه مي باشند.مسؤولين اين شركت از كتابدار خواسته اند تا به هريك از اين كاتالوگها شماره بازيابي بدهد.نكته ديگر اينكه در آينده اي نزديك كتابخانه مجهز به شبكه كامپيتري براي استفاده مراجعين خواهد شد و در نتيجه شيوه طبقه بندي انتخاب شده بايد قابليت انتقال به روي سيستمهاي كامپيتري را نيز داشته باشد.
× با توجه به اينكه استفاده از رده بنديهاي معمول نظير ديويي و كنگره براي طبقه بندي هاي اين كاتالوگ ها مناسب نمي باشد و همچنين با توجه به تعداد بسيار زياد و روزافزون اين كاتالوگ ها شما چه شيوه اي را پيشنهاد مي كنيد و يا چه منبع يا منابعي را براي كسب اطلاع در اين زمينه معرفي مي نماييد؟

دوستان و همكاران گرامي علي الخصوص برگزار كنندگان سمينارها، مستحضر ميباشند كه در سمينارهاي معتبر پس از اعلام پذيرش چكيده هاي پذيرفته شده ارسالي به نويسندگان آنها ، همواره علت پذيرفته نشدن ساير چكيده ها يا مقالات ارسالي ذكر ميگردد تا ساير فعالان علمي و علاقمنداني كه اقدام به ارسال چكيده يا مقاله نموده اند و نوشته هاي آنها مورد پذيرش قرار نگرفته است ، به علت پذيرفته نشدن نوشته هاي خود واقف گردند. محسنات اين روش بسيار است از جمله : نمايانگر توجه و اطلاع كافي مسئولان برگزار كننده به اصول علمي ، و اجرايي است.
علي الخصوص در سمينارهاي دانشجويي (كه غالب شركت كنندگان آن جواناني ميباشند كه قطعا بزرگترين سرمايه هاي علمي و پژوهشي كشور خواهند بود) انجام اين كا ر بسيار ضروري است و قطعا براي آنها اعتماد به مسئولين و از همه مهمتر انگيزه براي تلاش بيشترو دوباره را بوجودميآورد چه بسا نويسندگان جواني كه با اعتماد و اعتقاد كافي به نوشته هاي خود با مردود شدن آنها مواجه ميشوند و لي از علت مردود شدن مقاله بي اطلاع ميباشند. پس بر مسئولان محترم است كه به بهترين نحو ممكن به اين نكته خاص توجه فرمايند.
